Collective Bargaining Agreement — FY2019 & FY2020
July 1, 2018 – June 30, 2020

Compensation:

  1. Wage Scale adjustment, First Full Pay Period after September 1, 2018, plus addition of a 23 year step
  2. Wage Scale adjustment, First Full Pay Period after March 1, 2019
  3. Wage Scale adjustment, First Full Pay Period after January 1, 2020, plus addition of a 24 year step
  4. COLA of 1.5%, First Full Pay Period after March 1, 2020
  5. Merits will be paid in both FY2019 and FY2020

Shift Differential:

  1. Evenings $2.30 current will go to $2.45, first full pay period after July 1, 2018.
  2. Midnights $3.60 current will go to $3.80, first full pay period after July 1, 2018

Tech Pay:

  1. EST, Motors & K-9 $800.00 current will go to $900.00
  2. DRE $400.00 current will go to $900.00
  3. Arson Investigators assigned to PGFD $900.00

Clothing Allowance:

  1. Current Clothing Allowance of $1,500.00 will go to $1,600.00 in FY2019, July 2018
  2. Clothing Allowance will now be paid bi-yearly, July 1 and January 1

Retirement Contributions:

  1. Members hired after July 1, 2013: current 9% will go to 10% first full pay period of September 2018
  2. Members hired before July 1, 2013:

A. 0-5 years of service 9% current will go to 10% first full pay period of Sept 2018
B. 6-10 years of service 8% current will go to 9% first full pay period of Sept 2018
C. 10+ years of service 6% current will go to 7.35% first full pay period of Sept 2018
D. 10+ years of service will go to 7.70% first full pay period of January 2020

Retirement COLA:

Effective January 2019, minimum COLA raised from $35 to $45 per month

DROP Program:

County and FOP 89 agree to a cost neutral Deferred Retirement Optional Program set to start January 1, 2019. Specific details on interest rate, number of participants and duration will be finalized upon completion of actuarial study but no later than August 31, 2018.

Misc. Provisions:

  1. Prescheduled Holiday Overtime paid at Holiday Rate
  2. County workday established for Emergency Closures, 0800 – 1700
  3. Leave cash out for 1996 leave raised from $51.44 to $55.16
  4. PFC exam study materials limited to Departmental materials and criminal/traffic law only, no outside source material
  5. Time and grade for eligibility for promotions clearly defined in Contract
  6. Continuing hold harmless on pension calculations for any delayed merit steps
  7. A series of agreements about the implementation of disability leave under Section 5.07, including the following:

In instances when a submitted Attending Physician’s Note (APN) does not specify the duration that “no duty” is required, OHRM will grant Disability Leave (DL) for up to a maximum of thirty (30) days. It is the employee’s responsibility to obtain a completed APN with the required duty status duration as soon as possible. The initial thirty (30) day leave determination may be extended once an APN is received specifying the duration that the “no duty” status is required.

OHRM will grant DL for an employee who undergoes surgery because of an initial injury that was previously determined to be eligible for disability leave if the employee provides his/her supervisor with written notice of this surgery as soon as it is reasonably practical, but no later than seventy-two (72) hours before the actual surgery unless the surgery is not scheduled until the final seventy-two (hour) period prior to the surgery.

When the Medical Review Officer (MRO) and/or Medical Advisory Board (MAB) makes a duty status recommendation, OHRM will continue to approve DL until the Police Chief issues an Order modifying the employee’s duty status. The Police Chief will make every effort to issue an Order as expeditiously as possible, without unnecessary administrative delay.

In instances where an initial injury package cannot be located because the file has either been archived or pre-dates the establishment of Police Risk Management, OHRM will presume the initial injury was eligible for DL and grant DL to the employee for any timely reported recurrences that result from that initial injury.

Pending disability leave cases will be settled based on the above terms.
